SOCIAL PROTECTION INTER-SECTORAL TECHNICAL SUB-COMMITTEE MEETING ON BUDGETING AND FINANCING OF SOCIAL PROTECTION

As part of continuous efforts to present the Draft Cabinet Memo for Final Validation for Social Protection’s Budgeting and Financing, the Social Protection Directorate under the Ministry of Gender, Children and Children & Social Protection, have organized a two-day meeting with members of the Social Protection (SP) Inter-Sectoral Technical Sub-Committee from Thursday 28th to Friday 29th October, 2020 at Sogakope.
The Social Protection Inter-Sectoral Technical Sub-Committee on Budgeting and Financing has the primary objective to provide technical support to the Social Protection Inter-Sectoral Technical Committee aimed at ensuring a sustainable and timely generation of funding for social protection. The committee has the function to identify financing gaps by coordinating budgeting and expenditure tracking in the SP sector and use the information to influence the financing, timely releases and efficient use of available resources to improve social protection interventions.
The objectives for the SP Inter-sectoral Technical sub-Committee meeting was:
– To finalize the draft Cabinet memo on social protection financing (LEAP, LIPW & GSFP)
– To present the updated Budget Tracking Tool for Social Protection and finalize measures to institutionalize it.
In her welcome address, the Director for the Social Protection Directorate, Dr. Rita Owusu-Amankwah said that the meeting constitutes progressive efforts to review and discuss the draft memo before final submission to cabinet as well as completing measures for budget monitoring instrument for Social Protection.
“The sub-committee met from 23rd to 25th July 2020 at Koforidua to discuss the comprehensive analysis of the budget, financing and fiscal space required for the social protection sector with regards to its status quo analysis, fiscal gap analysis and administrative efficiency assessment as well as discussion on the draft cabinet memo on social protection financing (LEAP, LIPW & GSFP); it is in this regard, that the two-day Technical Sub-Committee meeting is being organized”, the Social Protection Director indicated.
Dr. Rita Owusu-Amankwah noted that the cabinet memo will garner support from cabinet to increase the fiscal space for SP financing.
In order to meet the anticipated output for the workshop on the cabinet memo and source of financing SP, Mr. Osei Gyamerah – from the Ministry of Finance – led the discussions on ‘Source of Funding for Social Protection’, and Prof. Eric Osei-Assibey – a Consultant – coordinated the deliberations on the ‘Finalization and Validation of the draft Cabinet Memo on Social Protection Financing in the areas of the LEAP Programme, GSFP and LIPW.
The meeting brought together members of the Social Protection Inter-Sectoral Technical sub-committee on Budgeting and Financing.
