The Ghana National Household Registry (GNHR) is a unit under Ministry of Gender, Children and Social Protection (MoGCSP) with the mandate to establish a single national household register from which social protection programs will select their beneficiaries in Ghana.

The registry was launched in Accra by the former Vice President of Ghana, His Excellency Paa Kwesi Amisah-Arthur in October 2015. It is part of the efforts by Government of Ghana to sustain and deepen the progress made in poverty reduction by ensuring that a larger share of benefits of social protection interventions goes to the extremely poor and vulnerable.

The establishment of the GNHR is an attempt to streamline and make more efficient the targeting system in Ghana by using the same Proxy Mean Test indicators (Common Targeting Mechanism) in the identification of potential beneficiaries for social protection interventions.

The GNHR uses an electronic form of data collection to ensures the integrity of the information gathered and allow rapid processing of data.

OBJECTIVES

The GNHR has the following specific objectives:

  • Facilitate the classification of potential beneficiary households for social programs in an objective, homogeneous and equitable manner.
  •  Support inter-institutional coordination to improve the impact of social spending and the elimination of duplication.
  •  Allow the development of accurate socioeconomic analyses on poverty to support development of plans, and the design and development of specific programs targeted to vulnerable and/or low-income sectors.
  • Contribute to institutional strengthening of MoGCSP, through the implementation of a reliable and modern system of social information.

  • Social Protection Programs such as:  
    • Livelihood Empowerment Against Poverty (LEAP) & LEAP 1,000 
    •  National Health Insurance Scheme (NHIS) 
    • Free School Uniforms/Free Exercise Books 
    •  Ghana School Feeding Programme (GSFP) 
    •  Labor Intensive Public Works Programme (LIPW)
  • Government Ministries, Departments or Agencies that engage in any other social development works that requires the targeting of the poor and vulnerable.
  • District Assemblies for their planning and development purposes.
  • Research Institutions
  • NGO’s.
