Read MoreThe Ministry of Gender, Children and Social Protection (MoGCSP) was created by an Executive Instrument 1 (E.I. 1) in January, 2013 as a successor to the Ministry of Women and Children’s Affairs. The primary objective for its establishment was to have a Ministry responsible for policy formulation, coordination and monitoring and evaluation of Gender, Children and Social Protection issues within the context of the national development agenda.
This will lead to the achievement of gender equality, equity, the empowerment of women and girls, promoting the survival and development of children, thus ensuring their rights. It will also ensure harmonizing social protection interventions to better target the vulnerable, excluded and persons with disability and integrate fulfilment of their rights, empowerment and full participation into national development.

The Objectives of MOGSCP are to;
- Promote Gender Mainstreaming and gender responsive budgeting(GRB) in MDAs and MMDAs through capacity building
- Improve the socio-economic status of the vulnerable and the excluded through targeted interventions
- Enhance evidence based decision making on gender equality, the empowerment of the vulnerable and excluded by collecting disaggregated data
- Protect and promote the development and the rights of children, the vulnerable and the excluded through awareness creation and effective implementation of National and International Policy frameworks and legislations
- Assess progress on implementation of gender related programmes and projects and evaluate policy outcomes and impacts through effective monitoring and evaluation framework to provide inputs for gender, children and social protection policy review and planning
- Integrate and coordinate the rights of the vulnerable, the excluded and persons with disabilities into national development through social protection programmes

The Ministry through its Departments, Council and Secretariats, will achieve its mandate through the following core functions:
- Formulate gender, child development and social protection policy.
- Co-ordinate gender, child and social protection related programmes and activities at all levels of development.
- Develop guidelines and advocacy strategies for use by all Ministries, Departments and Agencies (MDAs) and in collaboration with Development Partners and civil society organizations,(CSOs) to ensure effective gender and social protection mainstreaming.
- Facilitate the integration of gender, children and social protection policy issues into National Development Agenda.
- Ensure compliance with international protocols, conventions and treaties in relation to children, gender and social protection.
- Conduct research into gender, children and social protection issues.
- Monitor and evaluate programmes and projects on gender, children, the vulnerable, excluded and persons with disabilities
- Ensure the availability of appropriate administrative and financial management systems and support services for the effective and efficient running of the Ministry/Sector for enhanced service delivery
- Coordinate the development and implementation of human resource management policies, systems and programs consistent with the requirements of the sector to enhance service delivery.
- Writes proposal for sourcing of funds from development partners
- Scrutinizes documentation on all projects under implementation to ensure they comply with official guidelines
- Collects data on all development related programmes in the Ministry.
- Performs important duties that may be assigned from time to time;
- Coordinates the work of contractors and writes monthly, quarterly and annual reports.
