DEVELOPMENT OF LEGISLATIVE INSTRUMENT FOR THE SOCIAL PROTECTION ACT, 2025 (ACT 1148)

The Ministry of Gender, Children and Social Protection (MoGCSP) has commenced a series of consultative meetings to develop a Legislative Instrument (L.I.) for the recently passed Social Protection Act, 2025 (Act 1148).
The passage of the Act marks a historic milestone in Ghana’s commitment to strengthening social protection systems.
It provides a legal framework for coordinated social protection delivery, the establishment of a Social Protection Fund, and the provision of sustainable support to the poor and vulnerable, including beneficiaries of the Livelihood Empowerment Against Poverty (LEAP) Programme, the Ghana School Feeding Programme, and other pro-poor interventions.
To ensure smooth implementation, the Ministry is working closely with relevant stakeholders to draft the necessary Legislative Instrument. Once completed, the final draft L.I. will be submitted to Parliament for consideration.
The Minister for Gender, Children and Social Protection, Hon. Dr. Agnes Naa Momo Lartey, who is leading the process, emphasized that the L.I. will be critical in translating the provisions of the Act into practical steps for service delivery.
She noted that the Ministry is determined to ensure that the Social Protection Act becomes a tool for reducing poverty, protecting vulnerable populations, and promoting equity in Ghana’s development agenda.
