In a renewed push to strengthen the efficiency and reach of Ghana’s social protection systems, the Ministry of Gender, Children and Social Protection has hosted a World Bank Support Mission to review the performance of key components under the Ghana Productive Safety Net Project 2 (GPSNP 2).
The objective of the mission was to assess progress, address implementation challenges, and enhance the delivery of the project, which seeks to provide social safety nets to vulnerable populations across Ghana.
The engagement brought into focus flagship programmes such as the Livelihood Empowerment Against Poverty (LEAP) and the Ghana School Feeding Programme (GSFP). Teams from the Ministry and the World Bank held in-depth technical discussions aimed at refining delivery systems, resolving bottlenecks, and ensuring that the most vulnerable benefit more consistently and transparently from ongoing interventions.
A key highlight was the Ministry’s progress toward full integration of Management Information Systems (MIS), which aims to centralize data, streamline reporting, and enable real-time monitoring. This MIS integration is being positioned as the backbone of a coordinated, data-driven social protection delivery system.
Also reviewed was the ongoing LEAP reassessment, which aims to update beneficiary data to reflect current socio-economic conditions, enabling more targeted and impactful support.
Presentations were also delivered on the Single Window Citizens Engagement Services (SWCES) and its referral pathways, the Social Protection Shock Response Strategy, and the scale-up of the Ghana National Household Registry (GNHR), all of which are key to enhancing the responsiveness and inclusiveness of the overall social protection framework.
Chairing the meeting, the Chief Director of the Ministry, Dr. Afisah Zakariah, emphasized the importance of the Mission in advancing programme implementation. “This collaborative review exercise allows us to measure progress, share lessons, and re-align our strategies to meet the expectations of our citizens, particularly the most vulnerable,” she noted.
The World Bank team commended the Ministry’s commitment to strengthening institutional systems and emphasized the importance of innovation, accountability, and strong partnerships in delivering responsive and sustainable safety net programmes.
This Support Mission forms part of the World Bank’s broader technical and financial assistance to ensure Ghana’s social protection architecture evolves with the needs of its people.
