The Government of Ghana, through the Ministry of Gender, Children and Social Protection (MoGCSP), has announced the nationwide disbursement of funds under the 98th cycle of the Livelihood Empowerment Against Poverty (LEAP) Programme, in a press briefing held on Thursday, 9th October, 2025.

Addressing the media, the Minister for Gender, Children and Social Protection, Hon. Dr. Agnes Naa Momo Lartey, announced that the LEAP Programme continues to serve as a vital safety net, providing hope, dignity, and economic empowerment to thousands of Ghanaians.

“Cycle after cycle, we have turned our commitment into concrete action. This consistency is the bedrock upon which we are building a Ghana where the most vulnerable are shielded from hardship and empowered to live with dignity,” the Minister stated.

The 98th cycle will support 350,580 beneficiary households, directly impacting over 1.5 million individuals across the country. Beneficiary households will receive the following cash amounts:

– GH₵320.00 for households with one eligible member.

– GH₵380.00 for households with two eligible members.

– GH₵440.00 for households with three eligible members.

– GH₵530.00 for households with four or more eligible members.

The Minister expressed her gratitude to H.E. John Dramani Mahama for his leadership and continued support towards sustaining the LEAP Programme and ensuring the passage of the Social Protection Bill into law — a milestone that secures social protection as a permanent pillar of national development.

Hon. Dr. Agnes Naa Momo Lartey emphasized that the Ministry’s focus extends beyond financial assistance to include human capital development and productive inclusion, enabling beneficiaries to engage in sustainable income-generating activities.

“LEAP is not just a safety net, but a springboard for sustainable economic and human development,” she noted.

The Ministry has introduced several key innovations to strengthen the programme, including:

– Indexation of cash grants against inflation to preserve the value of payments.

– Expansion of coverage from 350,580 to 400,000 households by the end of 2025.

– Partnership with GhIPSS to implement the Ghana Pay mobile money payment system, ensuring multiple cash-out options for beneficiaries and promoting financial inclusion

The Minister urged beneficiaries to actively participate in the ongoing LEAP reassessment, data collection, and verification exercises to ensure fair and effective programme implementation. She also encouraged the public to report any fraudulent practices through the Ministry’s toll-free numbers: 0800 800 800 / 0800 900 900.

With the Social Protection Act now in force, the Minister reaffirmed the Ministry’s dedication to building “a stronger, more inclusive Ghana one where no citizen is left behind.”

The LEAP Programme remains a cornerstone of Ghana’s social protection system. With the enactment of the Social Protection Act and under the visionary leadership of President John Dramani Mahama, the Ministry continues to strengthen social welfare systems and build a more inclusive Ghana where no citizen is left behind.
