The Central Adoption Authority (CAA) of the Ministry of Gender, Children and Social Protection has held a joint meeting of the Adoption Board and the Technical Committee to strengthen coordination and improve oversight in Ghana’s adoption system.

As part of the engagement, members of the Technical Committee were formally inaugurated and sworn into office. They also took the Oath of Office and the Oath of Secrecy, emphasizing the confidential and sensitive nature of adoption-related information.

Addressing the newly inaugurated members, the Chief Director of the Ministry and Chairperson of the CAA Board, Dr. Afisah Zakariah, reminded the Committee of the strict confidentiality requirements governing adoption processes and urged them to uphold the highest ethical standards. She stressed that documents and data handled by the Committee must remain strictly protected.

The Chairperson of the Technical Committee and Head of the Central Adoption Authority, Mr. Stephen Dombo, delivered a detailed presentation outlining the adoption framework and the responsibilities of members. He highlighted provisions under Sections 81–86 of the Children’s (Amendment) Act, 2016 (Act 937), which establish the Central Adoption Authority and define its three key structures: the Adoption Board, the Technical Committee and the Adoption Secretariat.

Mr. Dombo further outlined the core functions of the Technical Committee, which include providing technical and professional support to the Adoption Board, reviewing adoption applications and making recommendations, ensuring that decisions reflect the best interest of the child, and supporting the Secretariat to implement adoption procedures in line with national standards.

The presentation additionally covered the types of adoption in Ghana, the standard adoption process, meeting and reporting procedures, and the roles of key stakeholders involved in adoption services.

In closing, the Chairperson encouraged members to uphold professionalism, dedication and confidentiality as they carry out their mandate to safeguard the welfare of children in Ghana.
